“Private Sector Maritime Risk Management and Naval Co-operation and Guidance – Lessons learned from the Red Sea Crisis” by Daniel Mueller from Ambrey

Event Information:

In response to the Red Sea Crisis, the international community launched two military operations to counter the threat. This shift in threat required evolving standards from counter-piracy to addressing Houthi tactics. Information warfare played a key role, shaping perception and ensuring accurate threat assessments. Despite coalition airstrikes, deterrence remained challenging, with unmanned surface vessels (USVs) posing risks. However, targeted destruction of USVs helped secure shipping lanes. The EU’s close-protection efforts proved highly effective, and US areal defences offered strong aerial cover, yet neither provided absolute security. Adequate private security, aligned with mitigation strategies, acted as a force multiplier, bolstering military efforts to protect vessels. Continued private and public sector cooperation enhances maritime domain awareness with real-time data, ensuring accurate risk assessments and proactive mitigation. Despite points of friction—such as differing operational priorities and regulatory constraints—leveraging their unique strengths fosters a comprehensive security framework.

Speaker:

Daniel serves as Ambrey’s Analyst for the Indian Ocean and Middle East. He has led the response to heightened war risks in the Red Sea and Gulf of Aden as a consequence of the Israel-Gaza conflict. Daniel authored Ambrey’s Unmanned Aerial Vehicle (UAV) threat analysis and asset screening methodology, which accompanies advanced BMP gap analysis and voyage risk analytics. In support of Ambrey’s wider Guardian assurance programme, Daniel routinely engages with regional authorities. He holds a Master’s degree in War and Conflict Studies from the University of Potsdam and served as a navigator with the German Navy.
